Ron Lanton interviews Jon Roth – CEO of the California Pharmacists Association (CPhA) which was founded in 1869 and is the largest state association representing pharmacists. CPhA represents pharmacists, technicians, and student pharmacists from all practice settings. These practice settings include community pharmacy (both independent owners and employees working in chain drug stores), hospitals & health-systems, and specialty practices such as compounding, managed care, and long term care. The CPhA mission is to advance the practice of pharmacy for the promotion of health.

Mr. Ned Milenkovich focuses his practice on medical device, drug and pharmacy law and is the head of the drug and pharmacy practice at Roetzel. His practice encompasses federal (including FDA and DEA related matters) and state regulatory compliance, licensing, transactions and dispute resolution. He has represented clients in all segments of the drug supply chain, including manufacturers, wholesale distributors, third-party logistics providers and pharmacy retailers (including bricks/mortar retail, long-term care, mail-order and specialty pharmacies), in addition to pharmacy technology companies, prescription management companies and physician practices. His broad-based experience also includes representation of Medicare Part D matters, 340B issues, HIPAA compliance, prescription drug monitoring programs, drug diversion issues, drug pedigree and compounding issues.

Mr. Milenkovich is a frequent lecturer at both legal and pharmaceutical industry events and is currently vice-chairman of the Illinois State Board of Pharmacy. In addition, he writes a monthly legal/regulatory news column for the drug and pharmacy news magazine, Drug Topics.

Mark Riley, P.D. NCPA President

NCPA President Mark Riley, currently serves as Executive Vice President of the Arkansas Pharmacists Association (APA). In this role he is the chief spokesman and advocate for pharmacy in Arkansas, representing pharmacy practice to the State Board of Pharmacy, state legislators, Arkansas Medicaid, other state government agencies, as well as consumers and private businesses. 

 Dr. Riley is a nationally renowned expert on Pharmacy Benefit Managers* (PBMs) and is Chairman of the Board of the National Community Pharmacists Association, (NCPA®), based in Alexandria, Virginia, which represents the interests of America's community pharmacists, including the owners of more than 23,000 independent community pharmacies, pharmacy franchises, and chains. 

 Dr. Riley joined APA as Executive Vice President in 2003. He has owned East End Pharmacy in Little Rock since 1983 and served as pharmacist-in-charge until 2003. From 1971 to 1983 he served as manager/pharmacist at Landmark Pharmacy, both in Little Rock. 

Dr. Riley’s professional affiliations include: member of various steering and standing committees and Board member of NCPA since 1979; faculty preceptor and guest lecturer, University of Arkansas for Medical Sciences (UAMS) College of Pharmacy; member, Arkansas State Board of Pharmacy 1999-2003; and member of the Dean’s Council, UAMS. Dr. Riley served on the Board of Directors and was President of APA in 1984-1985. He was awarded APA “Pharmacist of the Year” in 1988. 

 In October 2011, the Harding University College of Pharmacy honored Dr. Riley by renaming its NCPA student chapter the Dr. Mark S. Riley Chapter. Dr. Riley was the recipient of the Charles M. West Freedom Award from NCPA in 2004; Phi Lambda Sigma Inductee in 2004, RhoChi Inductee in 2003, and Preceptor of the Year in 1990 at UAMS College of Pharmacy; and recipient of the 1984 Leadership Award, National Association of Retail Drugstores. 

*PBMs- A Pharmacy Benefit Manager (PBM) is a third party administrator of prescription drug programs. They are primarily responsible for processing and paying prescription drug claims. They also are responsible for developing and maintaining the formulary, contracting with pharmacies, and negotiating discounts and rebates with drug  manufacturers.

Mr. Lanton has over 20 combined years of government affairs and legal experience. This includes activities on the municipal, state, and federal levels of government. Most recently he worked for H. D. Smith, where he created and oversaw the company’s Government Affairs Department, served as their exclusive lobbyist and also advocated for the company’s various healthcare customers. Prior to that Ron worked at a government affairs consulting firm in Arlington, VA where he worked on healthcare, energy, commerce and transportation issues.

Mr. Larry Doud serves as Chief Executive Officer, Treasurer, Secretary and Director of Rochester Drug Cooperative, Inc. Mr. Doud joined RDC in 1987. Other popular sessions included five technology seminars, Joy Baldridge on practical strategies for reducing stress in the pharmacy, and the pitfalls of credit card security breaches and new HIPAA requirements with Mark Wayne and Harry Lattanzio. Keynote speaker President Bill Clinton told the Second General Session, "I like this group because you deal with real people, real problems, and you have to be practical." Meeting in the shadow of Disney's Magic Kingdom NCPA's outgoing president joked, "This must be Fantasy Land. Donnie Calhoun giving a speech right after President Bill Clinton." NCPA CEO Doug Hoey declared, "Pharmacy's time is NOW." Citing the rising costs of medication misuse, non-adherence, and prescription drug abuse Hoey said, "I challenge anyone to pinpoint a time in history when there has been a greater need for a community pharmacist than NOW."
